The X-Men contract violates state regulations, officials say, because it was not subject to a bidding process and the agency employs only black males.
The contract is also controversial because the X-Men allegedly have proselytized while on duty, raised money for the Nation of Islam and sold a Nation of Islam newspaper, The Final Call, that is considered anti-Semitic.
