Fred Silva, an expert on public policy and finance, will be on hand to discuss November ballot issues at 7 p.m. Tuesday, Sept. 28, at Osher Marin JCC, 200 N. San Pedro Rd., San Rafael.
Silva spent 24 years working in state government in California, and from 1996 until 2006 served as senior advisor at the Public Policy Institute of California. He has authored more than 20 publications and commentaries regarding government fiscal issues in California.
