Palestinian police breach accords, allow private guns

There are, in effect, five militias in Gaza apart from the police, Peace Watch said.

The Palestinian Police and the militias have agreed that in return for the militias' non-violence inside the Palestinian autonomous areas, the police will not actively search for militia weapons in private homes.

Police fear causing civil unrest if they raid homes en masse, but have reserved the right to act on intelligence information when they believe arms caches are being hidden in a house.
